Under the constitution, health is a subject that falls under the jurisdiction of the states. In response, Karnataka has developed its own healthcare delivery system, adhering to guidelines periodically issued by the Government of India. This system has been primarily shaped by the recommendations of various committees formed at the central government level, such as the Bhore Committee, Mudaliar Committee, and others. Their recommendations have been crucial in providing comprehensive healthcare directly to the community.

During previous Five-Year Plan periods, Karnataka established an extensive network of primary healthcare institutions throughout the state. These institutions play a critical role in addressing a wide range of communicable diseases, including malaria, filaria, tuberculosis, and cholera, as well as several vaccine-preventable diseases like diphtheria, pertussis, tetanus, polio, measles, and hepatitis B and C. Additionally, under the Integrated Disease Surveillance Project (IDSP), the Non-Communicable Diseases (NCD) risk factor survey in both urban and rural areas has become a significant component. The state also prioritizes several important non-communicable diseases such as iodine deficiency disorder, blindness, cancer, and diabetes.

To ensure the effective implementation of these healthcare programs, periodical meetings are held at various levels: state, divisional, district, and primary health center levels. These meetings serve to keep everyone informed about the department’s activities and to review the progress achieved under various programs. This systematic review process has significantly contributed to the successful implementation of the healthcare system in the state.

Significant initiatives were undertaken to achieve the goal of “Health for All by 2000 AD,” in line with the policy directives from the Government of India, with the National Health Policy as a major objective. During the Eighth Plan period, special emphasis was placed on reaching the entire population, particularly high-risk and vulnerable groups such as mothers, children, and adolescents, and focusing on underprivileged segments of the population in tribal areas.

In consideration of these priorities, the state government established the Department of Health and Family Welfare, led by the Hon’ble Minister for Health and Family Welfare, with a separate minister for medical education to address the department’s needs. To facilitate the diverse activities of the Department of Health and Family Welfare, several specialized departments have been established:

• Directorate of Medical Education

• Directorate of Indian System of Medicine and Homeopathy (AYUSH)

• Drugs Control Department

The Health Secretariat serves as the official body of the Health and Family Welfare Department. The Principal Secretary to the Government, along with other officers of the Secretariat, oversees and monitors the department’s various activities, ensuring that all needs are met.
