Pakur, in its early stages, was characterized by a collection of ponds and orchards surrounded by dense forests and rocky terrain under the Rajmahal hills. During the British rule, it evolved into a region with new significance, marked by revolutionary activities, particularly during the Santhal Hul of 1855. Evidence suggests that the area has been inhabited since ancient times, with early settlers like the Maler (Sauria Paharias) still residing in parts of the Rajmahal hills. They are associated with the “Malli” mentioned during the period of Chandragupta Maurya, a people believed to have lived between Magadh and Lower Bengal. This region was also noted by the Chinese pilgrim Hiuen Tsiang, who visited India around 645 AD, documenting the kingdom of Champa, which stretched from Lakhisarai to the Rajmahal hills.

Following the decline of Harshavardhan, this area fell into obscurity due to its dense forests and difficult terrain, remaining so until the arrival of the Muslim rulers in the 12th century. Authentic historical records begin with the Muslim rule, where armies traveled through the Teliagarhi pass, known as the “Key of Bengal,” a site of many battles. In 1592, the Mughal empire established Rajmahal as the capital of Bengal, recognizing its strategic importance. The Mughal administration, however, found little revenue potential in these barren hills and delegated control to local mansabdars, including the khatauri family of Manihari. This control remained nominal, with the Maler largely maintaining autonomy until the mid-18th century.

The region housed two small estates, Amber and Sultanabad, later known as Pakur Raj and Maheshpur Raj. These estates, tied to Mughal administration, were responsible for the Paharia territory but faced internal chaos and anarchy. After the Battle of Plassey in 1757 and the British acquisition of Diwani rights in 1765, the British began extending their control through the Birbhoom district. Captain Browne was the first British officer to devise a strategy to integrate the Paharias, the indigenous inhabitants. Before the arrival of the Santhals, tribes like the Sauria Paharia and Mal Paharia lived in the Rajmahal hills, largely independent due to their isolation.

The Santhals and Paharias were often in conflict, prompting British officials like Mr. Sutherland to recommend creating a separate area, Damin-i-koh, for these tribes. Established in 1832-33, this region was reserved for the Paharias, while lowland areas were allocated to incoming Santhals. However, the British administrative system failed to protect the Santhals from exploitation by moneylenders and oppressive officials, leading to deep discontent and the Santhal Hul of 1855.

The rebellion, sparked by economic hardship and exploitation, saw Santhals led by Siddhu, Kanhu, Chand, and Bhairab attacking British outposts. Although the British suppressed the revolt brutally, the Santhals’ fierce resistance left a lasting impression. In response, the British created the Santhal Pargana district to address their grievances and provide a sense of security. Post-independence, the Santhal Pargana Tenancy Act of 1949 was enacted to safeguard the area’s unique identity.

Pakur played a significant role in India’s struggle for freedom, evidenced by the Martello Tower built in 1856 to defend against Santhal attacks. This tower stands as a testament to the sacrifices made by the Santhal warriors. The Santhal Pargana region, once part of old Bihar, had several subdivisions and was reorganized into four districts in 1981: Dumka, Deoghar, Godda, and Sahibganj. Pakur, initially a subdivision of Sahibganj, was elevated to district status in 1994.
