The Health and Family Welfare (H&FW) Department is divided into many Directorates, and the H&FW Department at the Secretariat monitors and coordinates their activities. The Department is overseen by the Chief Minister, Smt. Mamata Banerjee, who is also in charge of it. This Department is led by the Health Secretary, who supervises the operations of several Directorates and establishes policies that are executed with the agreement of the Chief Minister and Minister-in-Charge.

The Secretariat and the Directorate of Health Services are the two arms of the State Health Administration. The Secretariat is led by the Additional Chief Secretary/Principal Secretary, a senior officer in the Indian Administrative Service, who is aided by Special, Joint, Deputy, and Assistant Secretary. The Director of Health Services, who also serves as the State Government’s Chief Technical Advisor on medical and public health issues, leads the Directorate. He is supported by a number of additional, joint, deputy, and assistant directors.

The health care system is divided into three parts: a basic health care network, a secondary care system made up of district and sub-divisional hospitals, and tertiary institutions that provide specialty and super specialist treatment. Each of the eighteen districts is led by a Chief Medical Officer of Health (C.M.O.H.), who is helped by Deputy and Assistant C.M.O.H.s in managing the primary health care sector and ensuring the proper execution of different medical, health, and family welfare activities. The secondary level hospitals are led by medically qualified superintendents who report to the C.M.O.H. and are answerable to a hospital management committee. The Block Medical Officer is in charge of delivering services as well as monitoring and overseeing primary health clinics and the execution of health programmes at the block level.

The State Health Service provides medical personnel for the State Health System, while the Medical Education Service provides medical personnel for educational institutions. The training activities are mostly held in the Institute of Health and Family Welfare in Bidhannagar, Kolkata, as well as at different training schools.
